No. IELTS is just one of seven accepted proofs for UAS Bachelor's programmes (all seven are shown above). Universities set their own accepted tests and minimums, and some programmes accept a previous qualification taught and assessed in English. Check the exact programme before booking any test.
In a Finnish joint application you can apply to up to six degree programmes with one form — at different universities/UAS if you wish. Note Finland's one-study-place-per-term rule: if admitted, accepting one place is binding for that term.
No. There is no general Finnish government scholarship covering Bachelor's/Master's tuition plus living costs. What exists: university-specific tuition scholarships, progress-based reductions, and Early Bird payment discounts — none of which cover living costs. If an agent advertises "fully funded Finland", walk away.
Universities are research- and academically oriented. UAS programmes are practical and strongly linked to working life. A Bachelor's takes about 3–4.5 years; a university Master's about 2 years; a UAS Master's 1–1.5 years and normally requires at least 2 years of relevant work experience.

Not for English-taught study or daily life. But Finnish is required for professional registration in licensed fields like nursing and social services, and basic Finnish helps a lot with part-time jobs and internships. Many UAS include free Finnish courses for degree students.

Finnish joint applications run in fixed windows (the main round is typically in winter for autumn intake), and you'll need time for English tests, documents and translations. Miss the window and you wait a full year — in Finland, the intake calendar matters more than anything else.
